Minutes of the May 5, 2009 board meeting were approved by the board.
President’s Report: We continue to make good progress on getting some advertisers for our website. Roger Abbott has done a very good job contacting potential businesses. We now have 3 including the YMCA. We need to start planning our annual meeting/picnic. I propose the date of August 23rd since this will be the first Sunday in August after APS starts back. We will hold the meeting in our neighborhood park starting at 3pm. We also need to begin the process of collecting names of potential board members to serve for the next 3 year term. I am particularly hoping that we can find someone who is willing to spend some time on the Block Captain program and try to recruit more block captains as this seems to be our best method of deterring crime and catching criminals in the neighborhood. The mayor is holding a Neighborhood Association meeting this Saturday at the Convention Center. Roger Abbott and I are planning to attend.
Treasury Report: Roger Abbott reported that the May 2009 expenditures/income is published on the web site.
District 8 Coalition Report: District 8 Update: Don Couchman was back running the meeting after his heart by-pass surgery. Roland Pentilla, the city Storm water Engineer, gave an update on the state of the purity of storm water runoff that runs into the Rio Grande River. We are currently out of compliance with the EPA for cleanliness of water that is going into the river. The main issue with the water is bacteria overload and the main source of this is animal feces. The city is on a major campaign to ask pet owners to pick-up after their animals, especially dogs. The city will likely have to impose a new storm water tax to engineer a solution if we can't be responsible citizens. Many other major cities in the west already have a tax for storm water treatment. Currently, all runoff in Alb. goes directly into the Rio Grande with no treatment. D8 Coalition is acting as the neighborhood, providing inputs on a proposed 4-story retirement home that La Vida Lana wants to build on property they own just north of Flying Star on Juan Tabo. The majority of the D8 members were opposed to a structure this tall being built in D8.There are no building this tall currently.
Hospitality Report: Carole reported that three welcome packages were given out.
Environment / Landscaping Report: Nick reported that plants were planted and weeding was done on Montgomery. He said that the neighborhood looks real nice. Nick also reported that we should promote a “plant” median (similar to that on Glenwood Hills & Cedarbrook) on Manitoba near the entrance to Glenwood Hills This would replace the “painted” median currently at that location. He said that this would enhance the entrance to our neighborhood and prevent “cut through” to adjacent properties. Nick moved that we lobby Trudy Jones to support this effort. The motion was seconded by Woody and the motion was passed unanimously.
Neighborhood Patrol Report: Marc LaChey reported on crime/patrols.
Block Captains: No report
Web site Report: Roger Abbott reported that the GHNA Group Email sign-ups are at 247. He also reported on adverting efforts.
Garden Club Report: Carole that a garden tour is scheduled for June 27th.
Old Business:
New Business: August 23rd was selected for our annual meeting. We have three open positions on the board. Several board members recommend that one of these open board candidates be tasked with developing the Block Captain program. It was suggested that we advertize on the web site for this position. Detail planning will be done at our July Board Meeting.
We also decided that the annual Glenwood Hills yard sale would be on September 12th.

The next board meeting will be held July 7, 2009 at the police substation at 7:30.

Glenwood Hills Neighborhood Association Board Meeting

Minutes of the May 06, 2008 general meeting were approved by motion and majority vote (after 1 correction was made).
Foothills Patrol Police Report – Sgt. Banez
APD has installed a new IT system as of May 9. This will allow for current crime statistics for our neighborhood to be pulled up on a laptop in the future. However, currently it still takes about 2 weeks as the old data has not been loaded on to the new system yet. No statistics were available for this meeting. They continue to have stepped up watching for speeding and running stop signs on

District 8 Update – Roger Cook
Ann Lerner (Albuquerque Film Office Liaison – a city position) was at the meeting to discuss how the film industry is impacting
City workshops are being put on hold for now as there has been very low attendance by neighborhoods. In fact, most of the workshops have been cancelled due to under enrolment. They will look at offering a few in the fall.
City Counselor Trudy Jones reported that the D8 DOZ is making progress and should be available to be reviewed by neighborhoods soon.
County
Hospitality Committee – Carole Rising
8 hospitality packets were handed out this past month – all to families living at The Lofts. Carole tried to reach other families there but has gotten not response.
Garden Club – Carole Rising
On June 28th, there will be a tour of several yards in GH followed by a pot luck/picnic. The tour will begin at 10 am. Board members and spouses are welcome but need to let Carole know by mid-June if they plan to attend so enough food can be prepared. Contact Carole for more details.
At the July meeting they will be making wreaths.

Website/Newsletter – Roger Abbott
Roger gave an update on progress of developing a new website for GWNA. The website is making good progress and he is hopeful that it will be up and running by the end of June. 70 – 80% of the needed materials are into the web developers. The City Counselor has agreed to post relevant updates on our site. Details of the advertising capability are still be worked by the committee. Jack O. reported on progress of the realtor page: He has contacted 3 realtors so far and at least one has expressed interest in providing the information we are looking for. He doesn’t have feedback from the others yet. Roger also passed around a draft of a letter that will be sent to all of GH notifying them of the new website and asking them to sign up for email notifications from the board.
Roger Abbott made a recommendation that the reports page on the website will replace committee updates in our board meeting minutes when the website goes live. The board meeting minutes will have a reference to the website for the monthly committee updates. This idea was agreed to by the board members.
Neighborhood Patrol: Marc LeChey
Marc needs a back-up patrol manager. Bert Guerrero agreed to take on this responsibility. Marc also asked APD to provide him crime statistics comparing GH to other neighborhoods directly surrounding us. He is hoping this information will let him know if the additional police coverage that we pay for is helping to keep crime in our neighborhood down or not.
Block Captains: Bert Guerrero
Bert has improved his maps showing the areas that are currently covered by block captains. He will update this monthly and it will also be posted on the website. Currently there are 8 block captains covering about 1/8 of the neighborhood. Each block captain will need to contact APD to organize Neighborhood Watch training for their “block”.
President’s Report – Nick Manole
As Nick was absent there was no President’s report this month.
Old Business:
Tramway
Steve has managed to talk to Catherine Trujillo with the NM Dept. of Transportation. She informed him that the land in question is owned by the state as all of Tramway is a state highway. The land also has a number of easements to utility companies such as PNM which makes it very complicated to do anything with it. Also, she says that if a road were to be put in here that the requestor would have to pay for it. The bottom line is that it looks impractical to put a paved road in here. Steve will follow-up with the city to see if a more permanent barrier can be placed along
By-laws revision:
We briefly reviewed the issues that were brought up in the last meeting:
- Are we sure The Lofts are included in the boundaries of the GHNA
- Do the by-laws stipulate that you have to be a dues paying member of GHNA to be a board member
As no one actually owned getting closure on these, we tabled this until the next meeting. Roger Cook agreed to try to get answers before the next board meeting.
New Business/Opens:
Annual membership meeting and picnic: We need to start planning for this annual event. We agreed on a tentative date of Aug. 17 with a back-up date of Aug. 10. Steve will talk to Nick to see if he agrees and then contact the substation scheduler as we would like to hold the meeting at the substation this year to avoid the cost and hassle of putting up tents, chairs, tables, etc. in the park. This needs to be an agenda item at the next meeting to make sure we get all of the required planning done.
One of the board members brought it to our attention that the IRS is now requiring non-profit organizations to submit a form 990-N each year by May 15. This can be done on line at www.IRS.gov in the form of an e-Postcard. Dave will follow-up on this.
