Board Meeting Dwyer Substation Meeting was called to order by President Roger Cook Board members in attendance: Roger Cook, Roger Abbott, Burt Guerrero, Carole Rising, Woody Owens, Jack Oestreicher Members absent: Steve Ciepiela, Dave Bentley, Nick Manole No police report President’s Report: Roger C reported on a town hall meeting. Minutes of the April 6, 2010 Board Meeting were approved by the board. Treasury Report: Roger Cook reported on the budget recommendations for 2010 as proposed by the budget committee consisting of Dave Bentley, Roger Abbott, and Roger Cook. 2010 Recommendations: Our assumption for 2010 is that our income, including dues and advertising will be $19,000, budgeted as follows: Patrol: $15,200 (80%) Administration: $2,000 (10.5%) - down from last year- due to reduced cost of the annual meeting/picnic by having the meeting at the police substation Landscaping: $1800 (9.5%) Recommended maintaining a minimum balance of $4000 in our checking account Burt move and Carole 2nd to approve the budget proposal. Motion passed unanimously District 8 Coalition Report: No report Hospitality Report: No report Environmental/Landscaping Report: No report Neighborhood Patrol: Marc reported that he will continue with the patrol schedules planned for May. Web Site Report: No report Garden Club Report: Carole reported that the next meeting will be held on May 7th. Block Captain Report: Burt made a proposal on a new private patrol furnished by Triton. The board recommended a three month “trial” patrol beginning in June costing approximately $6000, money to come from savings. Carole moved and Jack 2nd this proposal. The motion was approved unanimously. Old Business: The drop in membership was discussed. It was suggested that a reason for this drop might be a lack of understanding of what the board was doing, like security patrols, for its members. It was suggested that a simple newsletter, sent to all residence, might be useful to inform the Glenwood Hills residence of the board activities. Jack offered that he would take care of the printing. It was suggested that delivery could be through the “block captains”, by hand using high school kids, or using a joint mailing with the YMCA. A target date for this newsletter would be the end of May. This proposal was approved by the board. Marc requested that he that he could dispose of excess non working equipment. The board approved of the disposal. New Business: The annual meeting was set for August 29th. Roger Abbott reported on councilor Trudy Jones meeting on the proposed “dog park” south of the substation. He reported that there are 11 dog parks in the city. Our dog park would be financed through money given to councilors and can’t be turned over to the general funds. It’s Trudy Jones call on spending these funds on a dog park. The park would be accessed through the transit parking lot. Trudy passed out a survey card soliciting support/non support of the dog park. Roger thought that a majority supported the dog park. Lt. Scott Lopez, APD, made a crime report. They are currently dealing with vandalism. His phone # is 553-2237 and his email address is scottlopez@cabg.gov. Lt. Lopez told us of a “ride with police” program that we can participate in. Call him if you are interested in this program. The police department is looking into adding additional speed signs in the neighborhood.
President’s Report: Roger reported on the Easter Egg hunt. There was a good turnout despite the weather. He
reported on a security update group email. He also reported that the McLeod Mountainside YMCA became the first ad on our Advertize With Us page.
Minutes of the April 7, 2009 board meeting were approved by the board.
Treasury Report: Roger Abbott reported that the April 2009 expenditures/income is published on the web site.
Dee Acree suggested that we need better visibility of income. She made a motion that income be broken down as to dues, advertisement, and donations. There was no second to the motion so the motion died.
Neighborhood Patrol Report: Marc LaChey reported on crime/patrols.
Block Captains: Burt Guerrero reported that we have 261 homes signed up in Block Captains groups. He also reported that he is continuing to work on getting group members to sign up for group emails.
Web site Report: Roger Abbott reported that the GHNA Group Email sign-ups are at 218. We will be sending out post cards to approximately 240 “non GHNA members” asking them to sign up for group emails and to become members of the GHNA. Roger reported that our domain and web site agreement with Go Daddy was renewed through 5/1/2011. Doing this at this time saved $53.
District 8 Coalition, Garden Club, Hospitality, Landscaping: No report
New Business: We need to set a date for our annual meeting in August at our next meeting.

Foothills Patrol Police Report – Lt. Rueben Griego
APD is making progress on installing a new IT system. This will allow for current crime statistics for our neighborhood to be pulled up on a laptap in the future. The Foothills patrol has switched hours to five 8 hour days vs. the previous four 10 hour days. They have stepped up watching for speeding and running stop signs on

District 8 Update – Roger Cook
There was no D8 meeting this past month so nothing to report.
Hospitality Committee – Carole Rising

Garden Club – Carole Rising
A tour of several nurseries was held by the Garden Club this past month. On June 28th, there will be a tour of several yards in GW followed by a picnic. Board members are welcome. Contact Carol for more details.
Environment/Landscaping – Nick Manole
This is the busy time of year. Many areas are being sprayed to try and keep weeds from growing up in the medians. Nick checked with the city, they are on a tight budget and say the chances of getting some landscaping coming into the neighborhood on
Website/Newsletter – Roger Abbott
Roger gave an update on progress of developing a new website for GWNA. He passed around what the homepage will look like and got good feedback. Our goal is to have it up and running in the next 1 – 2 months. Still need some inputs from quite a few folks to populate the pages. Roger asked for inputs to the Reports page by the middle of May. The City Counselor has agreed to post relevant updates on our site. Details of the advertising capability are still be worked by the committee. Roger recommended we switch our internet host to godaddy.com due to ease of updating the website.
A motion was made and passed to transfer our existing website to godaddy.com with an annual budget of $350.
(Note: after the meeting it was discovered that $350 actually pays for 2 years)
Several ideas from the Board came up at this point:
Several things from the city website may be useful to reproduce on our website (crime prevention, etc.) Once the website is working, can we just us it to publish the newsletter?
What about folks who don’t have computers?
Perhaps we can print out 50 copies and have them available at the police substation
Perhaps block captains could arrange to get printed materials to those without a computer
We will need to formally discuss the idea on an on-line newsletter at a future meeting with a thorough discussion of the pros and cons.
Neighborhood Patrol: Marc LeChey
There has been much better participation in the patrol this past month. Only 3 patrols cancelled in March due to lack of volunteers.
Block Captains: Bert Guerrero
Bert brought a map to show the areas that are now covered by block captains. He will update this monthly and it will also be posted on the website. About 1/8 of the neighborhood is covered at this point. If people go through the Neighborhood Watch training by APD, then we can have Neighborhood Watch signs put up around the neighborhood (2 per block captain area). Bert also mentioned a camera that is easily installed to monitor the outside of your house – he will provide details at the next meeting.
President’s Report – Nick Manole
Nick thanked everyone for all of their volunteer efforts and ongoing support.
He also recommended that we begin sending a representative to the Shadow Hills Neighborhood Ass. meetings.
A motion was made and passed to have Stephanie Simmering act as our representative to the Shadow Hils N.A. meetings
Old Business:

Letter to owner of property next to Alex Gunther; Mr. Gunther is asking for a copy of the letter. David Bentley will give him a copy.
New Business/Opens:
A question came up regarding if ‘Architectural Control Committee’ was an appropriate name since they really could not actually control what is being built. Roger Abbott said he would review the name but 1) It is an independent committee from the GHNA so is not bound by the boards input and 2) this name may be used in it’s incorporation documentation in which case it would be hard to change
A few questions came up regarding what are the formal boundaries of the GHNA and are the by-laws consistent with current practices of who is included in the NA. Bert Guerrero agreed to track down the official boundaries on GHNA and we can go from there as far as seeing if the by-laws need to be updated.
Another question was raised whether a board member could vote if they did not pay their membership dues. The general consensus was that all board members also need to be current GHNA members (meaning they have paid their annual dues).
